Workshop: Evaluating and Advancing the Practice of Municipal and City Managers in Serbia Standing Conference of Towns and Municipalities, June 12, 2007 On Tuesday, June 12, in the premises of the SCTM, was held the first Workshop in the frame of the Project Evaluating and Advancing the Practice of Municipal and City Managers in Serbia. The Workshop was the occasion to gather a significant number of Municipal and City Managers and PALGO’s Project Team: prof. Snezana Djordjevic as Project Coordinator, prof. Mijat Damjanovic, prof. Miroslav Prokopijevic and Djordje Stanicic (SCTM Secretary-General). After having performed the analyses on legal regulations, the status of Municipal / City Manager and their responsibilities and problems, the Project Team produced a Report as the basics for the Workshop. The audience was introduced to the results of the survey, thoroughly presented in the Report (you can download the Serbian version of the Report here). After the presentation of prof. Djordjevic on the origin of the position of the City Manager, given through the comparative experience, and the presentation of Mr. Djordje Stanicic, SCTM Secretary-General, on the opportunities of the international co-operation, a discussion on problems and constraints in the work of Local Managers took place. Also, the attendees discussed about the forms and contents of necessary educational courses and additional trainings destined to Local Managers. After a short break, prof. Mijat Damjanovic (MEGA / NALED) brought up the issue of systemic preconditions for a more successful work of Local Managers, and prof. Miroslav Prokopijevic (Free Market Center) introduced the prerequisites for active involvement of Local Managers in local economic development issues. Mr. Milos Hrnjaz (CeSID) introduced and explained the results of CeSID’s survey ’Efficient municipal manager and active and informed citizens’, a one-year project that took place in 28 municipalities. A very intense discussion followed, about the needs to create a national association of Municipal and City Managers in Serbia.
