Public Private Partnership (PPP) in Serbia, Country Study

In preparing the study on functioning PPP arrangements in Serbia that includes the institutional framework and results of the existing arrangements, PALGO Center will also identify the need to improve the system and, where possible, outline the directions for the improvement.

In order to facilitate the improvement of that model in Serbia, a research will be conducted with the end result of a study on PPP for provision of public services and utilities with a focus on fiscal and management efficiency as these relate to the relationship between local governments and private companies.

This study will be carried out with the emphases on:

  • Legal framework for PPP, especially on the relations with the public procurment legislation;
  • Level of institutionalization of PPPs: types of legal acts regulating the PPP, existence of a standardized model of PPP promoted by central and local authorities, existence of a standardized model PPP contract, insitutional setup at the central government level for dealing with PPPs;
  • Role of higher levels of government in setting up and managing PPP, as well as in contolling their work;
  • Methods for comparing feasibility of PPP against traditional forms of procurment of public services and infrastructure development;
  • Methods of evaluation of results of existing PPP;
  • Identified deficiencies in the system;
  • Proposal for improvement of the PPPs practicies.
