Fostering Local Government Perspective in Disaster Management Legislation

PALGO Center will provide the commentary of the Draft Law on Emergency Situations for the clauses dealing with the role of local self-governments. Since the feedback from local self-governments’ representatives, both decision-makers and administration, is essential for this activity, PALGO will organize regional consultations and a survey, through specific questionnaires circulated to local authorities.
The overall goal of this project is to provide legal expertise, technical support, and trained staff while supporting legal and regulatory framework reforms. The specific project objective is to review the Draft Law on Emergency Situations and create pertinent leverage for SCTM to take the leading role in the process of decentralizing emergency situation management system.
Important stakeholders that will participate in this project are the Inter-Ministerial Working Group, Ministry of Interior, Mayors and Heads of Disaster Management teams in 80 municipalities, Standing Conference of Towns and Municipalities (SCTM) and Disaster Management Focus Group (DMFG) created by Preparedness, Planning and Economic Security Program (PPES).
