Evaluating and Advancing the Practice of Municipal and City Managers in Serbia

Almost 45 percent of Serbian municipalities employ a City / Municipal Manager. This city management position, originally created in USA, was adopted to bring a higher degree of professionalism to the day-to-day running of a city.

This project seeks to analyze the normative, functional and operational impacts the position of City Manager has had on the functioning of each city, with a special focus on their role as catalysts for economic development.

This project aims to create a systematic approach to the entrepreneurial and developmental oriented position of City Manager; to explore the competence of current City Managers and how they reflect the content of their work and their relationship to other governmental bodies; to identify problems and challenges in their work and identify areas where professional development may be needed; to create a network of City Managers in Serbia (and possibly connect that network to international ones); to encourage university and training programs for City Managers in Serbia.
