Podizanje kapaciteta institucija lokalne zajednice Realization period: 2000-2001 There are many reasons why there is an increased interest in strengthening the position and role of the local community, for the enlargement and enrichment of its functions, competencies and duties. The more developed a society is, the richer is the content of life and work within a local community, but also within a global community. Local community is the domain where the maturity of state politics can be estimated. Direct affirmation of the most important public policies (utility services, education, health, culture, housing etc.), as well as business policies and business arrangements of small, medium and parts of big business, public and private sectors, enterprising initiatives, all stem from here. Raising the capacities of the local community, its institutions and organizations is an extremely complex and challenging undertaking demanding solid, interdisciplinary, strategic, systematic and long - term approaches. The scope of the project included the following five disciplinary areas: 1. The political science complex including elements, structure, relationships and processes in the political, government and administration system, as well as the explanation of its key institutes, institutions and organizations; 2. The analysis of legal regulations determining and limiting the status, competencies, powers and obligations of institutions, collective management bodies, local judiciary network, survey of their institutional capacities and other; 3. The economic preconditions, macro and micro-economic topics such as economic structure, type of property, financial management, public and private partnerships, assessment of small and medium sized enterprises and other; 4. The cultural determinants, important preconditions for change and development of local community, especially in multicultural areas and in the areas where are cultural institutions established; 5. The reorientation of the non-governmental sector under changed circumstances of advancement of the whole civil sector. Special attention will be paid to the quality of public life, position and role of mass media and to the creators of public opinion. The project covered 40 municipalities in Serbia. These municipalities were divided into four provisional regions for the purpose of more efficient implementation of the project. The final outcome of the project was the database containing information on local capacities.
